What an affection plan in Dubai shows for a plot, who issues it, how to get one and what to check on it before you buy land or design a villa.
If you are buying land, the affection plan in Dubai is the document that tells you what the plot actually is. A title deed proves who owns a property; the affection plan describes the land itself: its number, its boundaries, its size and what the planning rules allow on it. For a plot buyer, that second question often decides the price. This guide explains what an affection plan shows, who issues it, how to get one and what to look for before you commit.
What is an affection plan in Dubai?
An affection plan is an official site plan for an individual plot. It is issued plot by plot, so there is no single set of rules that applies to every piece of land: the plan for each plot sets out the conditions that apply to that plot. That is why buyers, architects, banks and contractors all ask for it.
Depending on the plot and the authority that issues it, an affection plan typically shows:
- The plot number and its location, with the neighbouring plots and roads around it.
- The plot dimensions, boundary coordinates and total land area.
- The permitted land use, such as residential, commercial or mixed use.
- Height limits and setback requirements, which control how much of the plot you can build on and how tall.
- Other planning conditions, such as parking requirements, and which other authorities must approve a design.
Affection plan vs title deed: why plot buyers need both
The two documents answer different questions. The title deed, registered with the Dubai Land Department (DLD), confirms ownership. The affection plan confirms what you are buying in planning terms. Two plots of the same size in the same community can be worth very different amounts if one allows more floors or a more valuable use. Before you agree a price, check that the area, use and height on the affection plan match what the seller and the listing describe.
Who issues an affection plan in Dubai?
This is where buyers often get confused, because Dubai has more than one planning authority. Dubai Municipality is the main zoning authority in the emirate, and an owner or developer generally obtains a plot's affection plan from it. In areas regulated by the Dubai Development Authority (DDA), the equivalent document is called a site plan, and it is requested through the DDA's zoning eServices portal. Plots inside some master communities and free zones may also need approval from the master developer or the free zone authority, which can add its own requirements.
The DLD runs a related but separate service: the property map request. It issues maps for registered properties, including land, villas, apartments and buildings, through its website, the Dubai REST app and Trustee service centres. Where a land map is shared with Dubai Municipality, the Municipality's own conditions apply.
How to get an affection plan for a plot
- Find out which authority covers the plot. Your broker, the seller or the master developer can usually tell you whether it falls under Dubai Municipality, the DDA or another authority.
- Prepare the plot number and the owner's identification: an Emirates ID for residents or a passport for non-residents, or a trade licence for a company.
- Have a copy of the title deed ready. If you are not the owner, you will normally need the owner's authorisation, and leased plots in DDA areas also need a no-objection certificate from the master developer.
- Apply through the relevant online channel, pay the fee and download the plan once it is issued.
Fees and timings depend on the authority and the type of document. As examples, the DDA lists a fee of AED 1,000 per site plan plus small knowledge and innovation fees, with a target of two working days. The DLD lists separate fees for each type of property map. Always confirm the current fee on the official service page before you apply.
What to check on an affection plan before you buy land
- The plot number matches the title deed and the sale agreement exactly.
- The land area matches the area you are being quoted on, especially if the price is per square foot.
- The permitted use fits your plan, whether that is a family villa, a residential building or a commercial project.
- The height and setback limits allow the size of building you have in mind.
- The plan is recent. Planning data can change, so ask for a current copy rather than relying on an old one passed from buyer to buyer.
- Any conditions requiring approvals from other authorities or the master developer, which can affect your timeline.
On a plot, the price follows what you are allowed to build, and the affection plan is where those limits are written down.
Where the affection plan fits in a plot purchase
Ask for the affection plan early, before you sign a memorandum of understanding or pay a deposit. Share it with an architect or engineering consultant if you plan to build, because the design and the building permit application will be based on it. If you are financing the purchase, your bank may ask for it as well. Then follow the usual transfer steps through the DLD.
